Since writing the following content almost three years ago I have gathered a considerable amount of online advertising data in Calgary, Lethbridge, and Edmonton. The guess I made (from the data I had at the time) has proven to be correct.
I have several clients, all of whom have used some form of paid online advertising and for whom I have set up a search engine optimization strategy. The data so far says SEO (ranking well on Google) should be between 25 and 50% more cost effective than Google Ads on a long term basis. By long term I mean a two year run of working a very accurate SEO strategy. In a six month time frame I would say Google ads will out perform SEO by somewhere between 30 and 60%.
On the whole, Google ads are still probably the best form of online paid advertising as they out perform major media outlet online paid advertising by up to 2000% (that's not a typo, yes, 2000%).

The following is based on my research for Online Advertising in Lethbridge, Alberta.
Considering that internet usage is similar between Lethbridge, Calgary, and Edmonton, Alberta, I would suspect that this data can be applied across Alberta.
The usage of Internet search engines in Lethbridge is very similar to the Canadian average.
86% of survey respondents reported using Google, 10% reported using Bing/Microsoft, while 5% use Yahoo.
The Canadian average is 83% Google, 6% Bing/Microsoft, 5% Yahoo, and 6% other.
This data comes from the Lethbridge Marketing and Advertising Research Report 2010/2011. There is strong data suggesting that Search Engine Optimization (SEO) on a cost per click basis will out perform online advertising.
